Seller is no longer registered how do I contact the seller? I need a refund because this is what it says we removed this listing from the site. For more information and next steps go to messages. For information about delivery, view your order details.

Even if your item has been marked shipped @josnew-5442 you shouldn't wait until the estimated delivery date. If the item does arrive, you can repay your missing seller the next day. You can immediately click I would like to > I didn't get it next to the removed item on your Purchase history page, start a refund request, then Ask eBay to step in as soon as it is available. You will receive a refund.

Thanks I still want the item I ordered I just don't think it will be shipped to me. eBay said in a email it was being shipped estimated deliver Tuesday 16 but when I view the shipping for it says no estimate available so I sent a return request. Should I cancel the return request if its possible I could still get the item?
Exactly: When eBay removes an item, it no longer has any estimated delivery, so you don't have to wait to open a case.
But you should have started a refund request, not a return request, since you have nothing to return. And you cannot change a return request into a refund request.
So now, if you paid with PayPal, open an Item Not Received dispute there, then escalate as soon as it's available. Your refund will take much longer with PayPal.

According to the OP, eBay has indicated that the item has already shipped. The estimated delivery date is April 16--that's why there is no option to file an INR.
The OP's gonna find the same situation in PayPal until after April 16.

But the reason you can't start a "I didn't receive it" refund request is because you already started a "Doesn't seem authentic" return request.
As you can see in the screenshot above, eBay allows you to immediately start a refund request even when:
1. Item was shipped
2. No longer registered
3. Started a refund request
Again, you can open an Item Not Received dispute at PayPal right now. PayPal does not look at the estimated delivery dates, nor whether or not the item has shipped, to prevent you from opening a dispute; you can open a dispute 1 second after payment.

I cannot understand why buyers open return requests for items they have not received and as in your case, actually want to keep. How do you return something you don’t have?
So, what everyone else told is correct. I might add that you need to read the money back guarantee policy and how to make it work for you. I admit that it’s a bit dicier when the seller has been removed but you still have to follow the steps they give you.
I will add emphasis to the others who said not to close the case, even though you did it in error. What if turns out to be not as described? You won’t be able to reopen it. If you don’t get it by the estimated delivery date, call eBay and tell them you opened the wrong claim and ask them to change it to INR. Tell them the seller has been removed.
