Has this happen to you as a seller? Ship item USPS First Class , USPS charges you Priority Mail rate

We sell stickers.  Last December we got a message from USPS and see a shipping charge in paypal  that we underpaid a package.  The package was sent USPS First Class, but USPS said the package should have been shipped Priority Mail.  So, the difference owed is automatically deducted from your paypal account.  Fortunately, we stood in line at the post office and got a receipt that had the tracking number and weight of the package.  So, we were able to dispute the claim and won.  USPS refunded the money taken from our paypal account.  This week, it happened again.  Package was sent USPS First Class; and USPS is claiming it should have been sent Priority Mail.  We are disputing this again.  Sellers beware!  Has this happened to you as a seller?  Did you dispute it?  We got a call from a USPS rep who asked to come over to see how we package and ship our ebay orders; that we possibly may be doing something wrong causing a package to ship Priority Mail instead of First Class.  Has USPS ever come to your place of business?  We would be interested in hearing from you if you have had the same problems as us. All our stickers are sold in a roll, not sheets.  So thickness of padded envelopes are always over 3/4" thick and uniform too as we stuff the padded envelopes with paper to protect the roll of stickers.  I really do not think packaging is the issue.

Definitely not a flat, and sounds like a legal First Class Pkg. And well under 15.99 oz from what you say.

Really sounds like a USPS APV weight issue.

Don't the APV adjustments emails or PayPal transactions indicate something about the charges - such as the weight that USPS is claiming? IIRC, most others who have posted here about APV issues knew the weights USPS said the pkgs weighed.
