I guess sellers cant send combined invoices for best offer sales? i have a buyer using all caps, so he must be mad, he made offers and had to pay for each item individually.... saying that he saw that there was a shipping discount but when he checked out he had to pay $35 for shipping stead of the $15 they would have gotten with the shipping rule i have for combined shipping. I get it. that is a big difference and if that is the case thats probably is going to stop him from buying more from me. this is the third of 4th buyer who is mad at me becasue they think im trying to rip them off! this is dumbest rule change.
I sued to be able to send combined shipping invoices for OBO and I now a little annoyed that i cant. no wonder Ive had buyers pay before I could send a combined invoice....and to pay for 3 or 4 listings and get charged full shipping on each sale is crazy....

Thats been a big complaint with the new instant payment on bo's. You can combine his shipping and refund him thru Paypal.

As the poster below said, this is a new feature that I also noticed. The only way to calm down the buyer would be to explain to them what is going on, i.e. that this is not you who charges them postage for every item, it is a new ebay feature. Also assure them that you will combine their orders into one package and refund them extra postage (you can also do it via ebay, not necessarily via Paypal only).
What I also do is that when I have multiple offers, I accept the first one and then send the buyer a message explaining what may happen after I accept the remaining ones (i.e. ebay will charge extra postage, not me, and assure them, that any overage will be refunded).

no need to go through PayPal - seller can do a partial refund through eBay.

My International buyers cannot add items in shopping cart and ask for a combine shipping. They will pay and I just go into one of their items sold and do "combined shipping discount" and refund them. I do it all the time.

You can refund this buyer and let them know this is a setting eBay put in place.

Go to your "buyer requirements" , and uncheck the requirement for a buyer to preauthorize payment method for offers.
And you can message your ALL CAPS buyer to let them know that it was done by eBay. (eBay started a test for requiring preauthorization on a random basis) (some buyers are in it some are not)

I can understand this from both a seller and a buyer's point of view. I don't use Best Offer for listings anymore but I also don't require Immediate payment on my BIN listings so that buyers can add items to the cart and request the total using the shopping cart to take advantage of shipping discounts I offer for multiple purchases.
It really should be an option for sellers to use whether they require immediate payment rather than the way eBay is doing it now. All IPR does is aggravate buyers which in turn makes them less likely to return or else look for sellers who don't.
If a seller wants to require IPR that's their choice but it shouldn't be forced on everyone who uses the site.

NO. When you refund this way, ebay does not know and the buyer can make extra profit . Go to the item he bought and click REFUND and write in the amount of the refund. ALWAYS REFUND THROUGH EBAY. By doing it this way, Ebay knows and ebay will also refund part of the fees back to the seller. The other way, the seller gets stuck with ALL of the fees.

Sorry that is not true. I just had one recently (a repeat customer in fact).
The trick is that your buyer must be INSTRUCTED to click the ADD TO CART button, not the Buy It Now (which I suspect is so natural that they just do it.) Then the option to request invoice is available.
When I get a question about combined shipping I have a text ready to copy and paste instructing them exactly how to do it. So far it has worked every time.
For what it is worth, I use Pirateship/Asendia NOT eBay's international program. Maybe that is the another big difference. None of my items are marked Immediate Payment Required which is another big difference.

I put everything into one package...weigh the package then I print out 1 label for one of the items, and add the shipping number to each of the items that you didn't print a label for
