If a buyer agrees to get rid of bad feedback if you issue a refund but then doesn't after it has been received, can you message Ebay or Ebay for Business and get it removed by showing the agreement in the messages? What is the best way to go about getting a buyer to remove feedback that typically works for most of you? Had a buyer leave a neutral without contacting about an issue.

Did you send the buyer a "feedback revision form".
They can not just change their feedback.
Not likely to get any help from eBay.
Note. A buyer is not required to contact a seller before leaving feedback. It is suggested, but not required.

I would leave it alone. Your "Feedback/Refund" offer/requirement could be viewed as feedback/refund extortion.

Making such an offer is considered feedback extortion, whether or not that is what you were doing.
What are the main feedback extortion rules for sellers?
Sellers can't force a buyer to provide positive feedback in order to receive an item they've already purchased, or accept a return request. Similarly, they can't offer monetary compensation or additional items in return for positive feedback.
Once a transaction is concluded, it's fine to ask buyers to leave positive feedback, or to revise negative feedback if you've been able to resolve their issue.

One can argue what their "intent" was but eBay doesn't make such evaluations when deciding situations, they tend to be cut & dry. So it is best to avoid anything that 'looks like" it could fall in this category!
