I have only been selling for a couple of months but have had 3 issues in the last week pertaining to delivery in First Class envelopes. All 3 tracking numbers show the item's last scan at various distribution centers in Florida, Kentucky and Memphis and date back to the first of September. I have no issue refunding the customer, but how do I get reimbursed for the cost of goods up to the $20? Do I reach out to the USPS or does eBay help if I use their labels?
Also, is it possible to speak or chat with an actual person at eBay? The automated chat feature has been absolutely useless.

on the automated chat, just type "speak to agent" and they will have someone call you

Has one of your customers opened an Item Not Received claim? If so, and you can't prove delivery, then you will have to refund the buyer.
There is no 'reimbursement' for the cost of goods. You can take them as a loss on your 2024 taxes, though. Good luck.

I assume you are talking about eBay Standard Envelope shipping. The tracking on these is iffy, as they only get scanned when going through the sorting machines NOT by a person.
If you're buyers have not filed an INR claim DON'T DO ANYTHING. The ESEs often don't get scanned and still get delivered. Unless a buyer complains it's probably fine.
If your buyer has filed a claim and there is NO delivery scan, then refund them and use the link above to file a claim.
If a buyer complains by message they did not get it, then have them file an INR claim. You will need this for your claim above.
