There have been recent changes to eBay labels when it comes to add on services, particularly ShipCover insurance. We're seeing changes on the label purchase page, but there are inconsistencies between the web and the app, and none of the changes are reflected on the help page here.
Are you able to connect with the shipping team kyle@ebay to find out what's going on? I assume these are intended changes and the app & help pages have not yet been updated?
Single label purchase page & bulk label purchase page:
- For all services, the additional (ShipCover) insurance option is grayed out if the item value is under the carrier's included coverage value. It's looking at item price only, not item + shipping.
- If UPS Ground Saver (Surepost) or FedEx Ground Economy (SmartPost) is selected, all options are grayed out (insurance, signature confirmation).
eBay App:
- On the app, the additional ShipCover insurance option remains available for carrier-insured services like Ground Advantage, regardless of item value.
- If UPS Ground Saver (Surepost) or FedEx Ground Economy (SmartPost) is selected, no additional options are available.

Sorry for hijack.
I want to note: PLEASE make third party insurance avaliable for ALL Fedex Ground Economy and UPS Ground Saver.
These two services are unique where the provided liability doesn't cover once passed over to the USPS for last mile service.
The service USPS uses is Parcel Select a non insured service.
Third party insurance should be avaliable for all shipments regardless of value.
