So I have a friend that wanted to buy the last Mr. Men figure for her collection. I was able to save her the last one last year. But the problem is that she just moved and forgot to change her address just before buying. So USPS had to forward the item to this location and hasn't been updated since. Now she wants a refund and IDK what to do.

Not sure if relevant or not - but you could look at USPS Package Intercept and have it shipped back to you, refund the buyer and continue on with life.

It's not stuck in limbo. USPS delivered the item. Based on the "delivered to agent" scan and the DE address, it appears your friend used a freight forwarder so she will need to take this up with the forwarder. If she files a claim on eBay you'll be covered.
Now if it's a true friend and you're worried about losing the friendship that's a whole other matter. I'm just advising based on eBay policy @20_percent_awesome.

If you end up refunding him/her, make that the end of this friendship. Let them know that they are in the wrong for moving and not updating their address. Put them on the block list and unfriend them on social media if you use it. No one needs a friend like that.

I tried putting the tracking on that site, but it says it's ineligible for USPS Package Intercept.

You can't intercept it because it was already delivered on January 9th. "Delivered to agent for final delivery" is a confirmed USPS last-step delivery scan.

The message from eBay confirms that the buyer cannot force the refund through eBay with their current claim. Because you have a no returns policy and the buyer filed a return request (you initially said it was an item not received request) there is nothing eBay can do to step in and force it. They could if the buyer said "not as described" but based on the communication from the eBay rep, they filed a remorse return request and with a no returns policy you can decline a remorse return request.
What reason did the buyer choose when filing the request?
The buyer can still attempt to open a payment dispute, but your tracking confirms delivery so they might have a tough time winning that kind of dispute.
Freight forwarder was an educated guess based on the Wilmington, DE location combined with delivered to agent scan.
However it could be just as possible the address is an apartment building or a similar situation where a package would be delivered to an "agent" like a doorman, management office, etc.
You'd have to look up the address on Google to find out for sure.
Freight forwarders aka reshippers are used by international buyers. It's a way to get the package to their overseas address when sellers restrict sales to US only.

She couldn't cancel the order because it shipped, so she attempted to use the returns system to cancel. The proper course of action would have been to file an item not received claim, but as I said earlier, tracking shows delivered so she would not win an item not received claim.
Buyer provided the wrong address - that's not your problem. There's no way to recall the package since it was already delivered. Since the package was successfully delivered somewhere, it's not being returned to you.
Buyer can contact whoever is at the Wilmington address and see if she can retrieve the package from them. If she doesn't want to try that then there's not much else we can suggest.
You're not required to refund, but you can if you want.
