I had a buyer who provided a Delaware address for a purchase made. However, I'm thinking I have been scammed. She's in China. She opened a case saying non-receipt. Although Ebay was provided with the documentation stating otherwised refunded. I asked her to send the items back since she has her money and that I will make arrangements all at my expense. No response. So I have neither the items nor the money.

You were only responsible to get it to Delaware, you would have won an INR case

Just to be clear, when you say that eBay "was provided with the documentation," do you mean that you uploaded the tracking number to the Item Not Received claim that showed Delivery to the City and ZIP of the address you received with the payment? You should have won that claim and not had to refund. Was there more to what happened here?

Did tracking have a delivery scan @brillant254 ? Did you add the tracking number to the non-receipt claim?
Did you ship to the address on the order, or did you change the address following an eBay message request from the buyer (or someone pretending to be the buyer using a different account)?
