Fraud ?

A buyer is saying that she went to the post office to pick up a package and they charged her because I didn’t pay for the package. I paid for the label.
when I check the tracking information, it says that it was not deliverable, because there was no safe place to put it.
She’s sending me some pictures of things but my gut tells me that this is fraudulent it’s a scam just to collect money. 

But I’m not sure ??? I can’t get in touch with eBay.

Thank you. Even eBay told me that it shouldn’t have been an issue and it may be fraud and to tell her to open a claim, but I’m looking into and everyone’s information on here I resolved it. And I learned from it.
