As the title says this is my first time dealing with a return. So I purchased a camera from a seller in Japan I got it and it does not work so I filed for a refund stating that it "doesnt work or is defective". Seller accepted and I asked for my $30 shipping back upfront so I could mail it back to him (he cant purchase a shipping label for me). He issued a partial refund to me of $30. Now if I take that partial refund of $30 and ship the item does he have to refund the rest of my money, or is me taking that partial refund going to be the end of it? Should I just wait and have eBay step in?

he Has to issue the rest of the refund.

Don't accept the partial.
He needs to send you the money for the cost of the return.

He sent the partial, but I still have the item. Is there a way to reject the partial refund?
