Although this would be a USPS question; the answer is simple.

 

Yes and No. Sometimes, sometimes not. Usually, at least- upon delivery and then 20 previous 'scans' could show. I've seen it all.

98% of the stuff I ship goes FCP and it all gets scanned.

I had a fcp never made it last month. Now it’s been 3 days and no scans with this one.

Offices/carriers here are very good about scanning, but sometimes the "regional facility" does not get done, so nothing more for 3-4 days.

Not even an accepted scan. This seller put stuff out to be picked up.

that means nothing. I've put out 10 packages and had 6 scanned and 4 not scanned until delivered 10 days later. I've had FC packages go from LA CA to NY in 2 days while a Priority Package took 8 days to go 1/3 that distance. 

 

I ship 2 to 15 packages a day for 11 years and have NOT 1 package not make it to its final destination. Just 2 months ago, packages 'stalled' for 2 weeks somewhere in the middle of the country; when buyer told me about it (I quit looking long ago) I told him it states "will be late" and 1 week later it arrived.

 

If the seller 'put stuff out', how many (did you ask) and have "some" been scanned and some not (again, did you ask) or was it just that 1 package? Did package get stolen off sellers porch (again- what does seller tell you?).

I am asking those very questions. I bought that other item 2 months ago. Went to a post office and that’s the last it was seen.  Filed lost package and they did nothing. PayPal refunded my money.

They already refunded my money. What’s that tell ya? Told me The mailman had already picked it up and now they’re telling me something else.  Oh well I’m not getting anything else shipped first class.

It all depends on the postal office that initially picks up the parcel.  I have three different postal carriers that work my route.  Two of them are diligent in scanning all my packages when they pick them up.  The third not so much.  Therefore, I do request parcel pickups through the USPS website, and add the message that I would like an acceptance scan upon pickup.  Again that one particular postal carrier seems to ignore my request.    I've actually submitted a complaint so it appears he has been better.   Sometimes my packages don't get scanned until they reach the regional sorting station, and  other times  I've seen that they don't get scanned until they finally arrive at the destination post office.    I don't have many problems with Priority Mail being scanned by at least the regional sorting station. 

 

The important issue is to check the estimated delivery date on your purchase page provided by eBay.   You have to wait until that delivery date has been reached before you can open a claim for an item not received.  You should know that eBay doesn't  actually require sellers to upload tracking information although the majority do.

That's fine if you don't mind paying a higher shipping cost.  However, that may not solve your problem.  Depending on your location you could be paying $11.60 for a 4 ounce parcel.  But you also need to consider the seller's handling time.  Your refund may also be due to the seller looking at the feedback you've left for your sellers.  Way too many complaints about slow shipping, which indicates that you aren't considering that many sellers do have longer handling times.  What matters is whether the package arrives by the estimated delivery date.  Once we hand the package over sellers have to depend on the carrier to get the parcels there on time which is out of the seller's control.
