Not sure how soon this will be fixed as each customer service rep you talk to provides different incorrect information (for example, First Class Indernational Package serivce has been discontinued by USPS). They cannot seem to wrap their heads around the fact that they have a bug in the system.
So...
You can print your labels through USPS Click & Ship (you'll pay more there, will have to enter all your information manually and upload the tracking # back to eBay) or you can print them through stamps.com here:

eBay programmers messed up. USPS issued new strict guidelines about what can be mailed via First Class Mail as flats (AKA Large envelopes) and the eBay programmers somehow decided this means you can't ship First Class International packages. It could take a while for them to straighten this out. Meanwhile, you might be able to print your labels at ebay.com.ca, usps.com Click N Ship, or at www.paypal.com/shipnow .

Small addition: this guideline also applies to First Class Mail International letters, not just flats:
"We are limiting the contents of First-Class Mail International postcard, letter, and large envelope (flats) mail to personal correspondence and nondutiable documents. Merchandise that was formerly carried in First-Class Mail International service will instead be eligible to be enclosed in First-Class Package International Service® (FCPIS®) pieces or another available service."

Try www.paypal.com/shipnow. Paypal has its own discounts but records the shipping date and tracking number. Ive had to use them a few times when Ebays shipping wasnt running.

PayPal wasn’t working this morning either when I tried.
