As I understand eBay International Shipping

You're protected from: 

• Negative or neutral feedback related to item handling during international shipping

Would a Neutral such as "Shipping was very expensive and took too long to arrive" be removable?

If it is covered how do you get it removed.  Do you use one of your allowed Revision Requests or is it done another way?

Yes, it's removable. No, you don't use a feedback revision request. Revision requests go to the buyer.

Because you received a recent neutral, you should see a prompt on that page that brings the feedback policy link I posted above upfront.

I select Request feedback removal

I am taken to this next page.  I tried the User ID and also the Item Number but nothing is found.  Maybe it takes 24 hours for eBay to update before I can request the removal.

I'll try again tomorrow.  Thanks for the link.

Change your filter @stephenmorgan . Feedback is new but "date sold" is March 24 which is more than the last 30 days.

If your FB removal request gets rejected, send a DM to one of eBay's social teams because you're definitely covered on this one. Hopefully the system approves first go 'round.
