Item shipped according to all Ebay rules has been lost because buyer doesn't pick up shipment from local post and later opens an "Item Not Received" case in Resolution.
Tracking number was provided after shipment to Ebay and tracking info is public

Still Ebay can't read or understand this.
2. There is no button to upload copies to Resoltion Center, therefore I sent copy of shipping receipt with buyer address and name on it to Buyer Ebay messages + added a note of it into Resolution Center reply to buyer.
Still Ebay doesn't want to read it.
There is is Ebay reply, where most irritating and like hitting head against wall feeling "We didn't receive valid proof of delivery from you."
How this is possible?

For the case to be decided in your favour, tracking has to confirm delivery, but it looks like the item hasn't been delivered..

Sorry, in Estonia there is no Ebay.
But isn't Ebay.com an international site?
Anyway it's a place I have created my seller account.
But probably you are right, from international sellers Ebay just takes fees and doesn't offer any protection.

Thanks for help, yes not delivered but that's not seller fault.
Tracking records states that addressee has been notified but item was not picked up.
Today item is lost because buyer didn't pick it up and Ebay considers seller is responsible.
Ebay states there was no evidence of shipment but then what is evidence if not a copy of shipping receipt with buyer address on it + traceable tracking number?

What about Ebay credibility now?

I understand your plight, but tracking must show as delivered for a not received claim to be found in the sellers favour.
Any chance of you getting the package back if it's found?

Sorry, my point was...........here in the US if buyer would not pick up the item at the PO, item would be sent back to the sender by the PO......... We(I) would have no idea what overseas PO would do...... you seem to want the package back.......and that was my focus........

Back when eBay "attempted" to provide customer service to sellers, they would require international buyers to pick up items, or at least have them sent back
I have completed thousands of international shipments, often they stay with the postal service in the destination country until a VAT or import fee is paid directly to that agency. eBay, on my behalf, would require the buyer to pick up the package or provide notice from their postal service it wasn't available for pickup or was in the process of being returned. This prevented the buyer from winning the INR dispute and claiming the package afterwards.

It appears the package is being returned to you, so I can't fault eBay for their decision. Prior to the INR, or while it was opened, I would have tried to compromise with the buyer and told him you'd issue a refund for the item price - minus shipping costs as technically it was his fault for not claiming the package.
If he didn't agree you'd still be on the hook for the full return but it would of been worth a shot

Yes, according to tracking records item is returning to seller.
This was my reply to buyer, because you didn't pick up item from post service, it is now returning to seller.
When item is received back I'm happy to refund item cost keeping shipping cost.
But now when Ebay claims that seller hasn't provided any proof of shipment - my question is, what else can be a proof, then shipping receipt with buyer address and traceable tracking number?
Who covers wasted shipping cost of private seller?
If item is lost, then is there still a seller protection?
After this should seller still trust Ebay?
