Hi everyone! I'm selling a few things on ebay, started this year. I put in domestic shipping which is in Sweden where I am for $7, and worldwide/international shipping for $17. Someone just purchased from me and ended up getting the domestic shipping rate even though they are in the US. How is this possible and how do I contact ebay about this?

There is a big difference from your .com site and Ebay.
No, Ebay is not register in their sate.
Each state decides if they want sales tax collected or not, and if they do, Ebay has to collect it for them.

It has nothing to do with the A. C. A..
Ebay, Amazon, Etsy and a few others are considered a marketplace and have to follow the marketplace tax laws.

It's each state's laws and not decided by state. States don't decide on collections or not. These are laws past through each state's legislative branch
eBay follows the law, not orders of state

I'm not sure what is happening with all these posts. What I have learned:
If I sell on ebay.com domestic shipping means US. If I sell on ebay.co.uk domestic means Great Britain. This was not made clear by ebay when listing through the webpage. When I checked the app, domestic was called "shipping to US".
My solution:
I did not ask for additional money through paypal since the person on ebay couldn't guarantee that would have a negative impact on my account. I sent the items I sold with a loss of about 5 dollars including shipping. Which sucks, but was the easiest and most correct solution as I was the one who did not know that ebay has a unique meaning for "domestic". But now I know.

It's okay if you want to lose money. eBay as well as me suggested for you to bill the Buyer. You didn't! That's it
Life doesn't stop here. Next time something like this happens to you, again, you can choose to invoice the Buyer or be out of pocket. It's all up to you
This is eBay. You post items for sale. eBay doesn't protect your profits, they provide a platform to sell. You either trust the platform or you don't. I am facing a group of people who don't. You chose not to trust the platform either. It's okay
I suggest for you to think hard and clear and choose the path to your success.
