Those USPS rate tables don't make any sense. They specify a change based on weight for the Flat Rate Priority types - these types allow up to 70#. If there is a charge per weight, then they are no longer Flat Rate.
Besides the increase associated with my shipment was $0.75 but the increase I have seen was >$1.00 so that doesn't make sense either. Also the changes I noticed were clearly within 5 days of 10/11 which does no coincide the surcharge initiation date of 10/1.
