Hello everyone.
I just bought item in ebay, from seller who created his/her account 2 days ago, november 11. I realized all this after I was already paid my item via paypal. Status of this item is now shown "This item has been shipped". However, there isn't any estimated delivery date I can see. Also I got mail from seller moment after my purchase, and he's telling me that he is going to travel(?) and my shipping gonna take 3-4 weeks. I mailed him back that can he send my item before going to travel (no answer yet). How long I need to wait when I can open case or can get my money back? I really doubt that he will send me the item... Anyone can help me? What I can do in this situation? Thank you!

Maybe not a scam, but Wow it sure has some of the characteristics of a scam!

It's pretty hard to get scammed as a buyer. When I look at that listing, it gives an estimated delivery date of 13-25 business days. So you need to wait until around December 19 to open a case with ebay.

Simply open a INR claim 1 day after the last estimated delivery date and you'll be fine. Don't even think about it or message the seller anymore.

If you look at the listing, it tells you the estimated delivery time of 13-25 business days. From the date you paid, count out the 25 business days and determine the last estimated date.

Sorry looked at this earlier then got pulled away but did display your item and look at it.
Your seller sold to you, before that they sold 2 items on the same day Nov 12th.
those 2 low cost DVD's sold the 12th & they had feedback by today the 13th !
Your item was much higher in price yet lower then what this item sells for , so chances are you did get scammed.
They are now NARU No longer a registered user , so I would say you got scammed
Did you receive an ebay email stating the seller is no longer a registered user?
If it was me I wouldn't wait I would try to file my item not received in the resolution center now since they aren't a registered user & they removed your item .
when ebay removes an item there is no longer an estimated delivery date , so file now

Thank you for your answer. Where/how I can open the case about this? As I told earlier, im new around here and im bit confused. Also, as I paid via paypal, do I get my money back to my paypal account or my bank account?

Okay, I found out how to open case, I made one with title "I didn't get the item". Its really strange that seller isn't registered user anymore. Can ebay support refund my money without waiting 30 days? This is pretty clear scam in my opinion too..

Update: Case is closed now and Ebay gonna refund my money. I'm so happy, very quick actions by ebay support. Thank you!

Sorry we are on different time zones & I didn't see your question about opening the case.
But very glad you got it squared away.
You say your new & Welcome, ebay is a great place to buy items but please be aware and research before you purchase, If it seems to good to be true most times it is !!!
Try to click on the sellers feedback , see how long they have been selling & what type of items .
If they have good feedback, etc.
Wishing you better luck on your next purchase.
And you can always post on these boards for help there are a great bunch of posters here always willing to help.
