I shipped a $2,200 item via UPS on eBay. Delivery was attempted multiple times, but the buyer never received the package. After shipment, the buyer asked if I could change delivery location to his local UPS store. I tried to change the address but of course couldn't because I don't have eBay's account number. eBay of course did nothing to help. UPS now has the item and eBay has deducted the $2,200 from my account because the buyer hasn't received the item. The appeal with high value claims produced "Although that tracking does show that there was a attempted delivery, that attempted delivery was not at the buyers city." Well, the buyer's city is a suburb of the city (Miami Lakes, Fl and Hileah, Fl). Total lunacy going on at eBay and it badly hurts their users. Google maps literally shows the two as touching each other. High value claims hasn't contacted me further and it's been longer than 48 hours. I think I'm screwed out of $2,200. Is all I can do is wait and hope the item is returned to sender, eventually?

You should be very thankful you couldn't change the delivery address.
Or you would be out the money and the item.
Buyer should get the money back and you should get your item back.
The shipping cost will most likely double as it was returned to you.
It will be a cost of doing business.
Since the funds are on the higher side an intercept request might be worth it.

You need to contact UPS immediately and have the package intercepted and returned to you. You do not want them to try and deliver it again. You lost the sale to this person, but if you get your item back you can at least resell it again (the intercept and return will definitely cost you, but it is a drop in the bucket compared to $2200.)
You should also block the buyer so this doesn't happen to you again. It is their responsibility to give you a valid address, and $2200 is nothing to take chances with.

Did the buyer file an formal INR with Ebay? Ebay does not just take money for a refund without giving you time to respond with a tracking number. If it says "delivery attempted" then it is on the buyer to redirect the item if need be. If you used the Ebay provided address to ship to and upload the tracking, I am not sure you can lose a case?

Any item valued over $750 must shipped with delivery confirmation, was that the case in here? Certainly tried to intercept this, something is not adding up. Too much $$ at hand to be left on the air.

I'm not able to do an intercept as technically my UPS didn't ship it. eBay would have to intercept it.

I have contacted UPS. They are no help because I don't have the account number that shipped it (eBay's UPS account). The buyer went to UPS, showed them his ID, but wouldn't release it to him.

I am sorry to hear that the transaction for item GRUNDFOS NB32-200/200 A-F-A-BAQE CENTRIFUGL PUMP 80B4-19FF165-C MOTOR WE SHIP P6 (302569973490) did not go as planned. Upon further review I was able to see that the reason that the case as closed in the buyers favor due to the item not being delivered to the buyer.
Although that tracking does show that there was a attempted delivery, that attempted delivery was not at the buyers city. This means that there was no actual proof that there was a valid attempted delivery.

The buyer opened a case and ruled in his favor. I appealed and eBay gave a response (pasted in the latest reply)

Correct, it was shipped with signature confirmation and whatever else eBay adds to it by default. The item was never delivered. It's still in UPS possession.

Your buyer got the delivery attempted tag paper left by the driver ? and you did pointed that out to the ebay Rep?
