Buyer claims non delivery of item but I have a USPS confirmation tracking that item was delivered. USPS will not pay claim because they said the item was deliverd and customer wants his money back. Under the Buyer Protection Plan, Money Back was issued to buyer. A USPS Tracking Search confirms item was delivered!
I'm out $350.00 plus items. What recourse do I have?

Did you enter the tracking number in the case in the time ebay allows?
If so, call ebay and ask to appeal. Stay calm and show them how the tracking shows it delivered to the address ebay provided. (You did ship to the address provided right?)
Seller protection is such that if you follow all the rules a seller will win any claims of not received.

There are only a few reasons why a buyer would win an INR if the tracking shows the item as being delivered. One is that the seller did NOT enter the tracking into the resolution center. Two is that the address the item was sent to didn't match the PayPal address.

Sorry that you don't seem to understand how the the USPS tracking service works. As per my letter of explanation from USPS, " As far as we are concerned the package might as well been delivered to the man on the moon . Our tracking says confirmed delivery.
And TRACKING NUMBER was submitted to Ebay and PayPal!

Takikawa knows how tracking works. You evidently don't know how eBay works. If you shipped to the address on the order details page and you uploaded the tracking number TO the case, you should have won. Care to explain what you did and didn't do in regards to the case?

Well, I am quite well aware of how tracking works. First, I highly doubt USPS would send you a letter that says "As far as we are concerned the package might as well been delivered to the man on the moon." Second, I asked if you entered the tracking number into the RESOLUTION CENTER, not if you submitted it to ebay and PayPal (which, by the way, is either one or the other and not both in the case of an INR).

I know this is and old thread, but it seems to be the closest fit. (Edit: maybe not)
I am the buyer and the item never was delivered. Tracking SAYS it was.
PO is trying to look at the geo history.
Can/should the buyer be held accountable and be tackling the PO themself?
The buyer did not purchase insurance. If it was never tracked as delivered, I would get a refund.
Since he/she did not, how does that affect this situation?

It's simple: If a package is shown through tracking as delivered to the address you had on file during check out, then the seller is not responsible in the event that you don't actually receive your item. Insurance has absolutely nothing to do with it.
If $750+ the seller would also need sig confirmation in the event of an INR dispute.
