I shipped a Priority Mail package on January 2nd. On the 5th, the tracking status changed to "Delivered to agent for final delivery" and has been that way since. eBay shows the funds from the purchase as "on hold".
Why hasn't the package been delivered and what will happen if it never is delivered? Is there anything I can do to fix the situation? Is this buyer intentionally refusing delivery of the package because they no longer want it?

Delivered to agent for final delivery just means that the package has gotten to the last place for sorting to go out for delivery. Is this an international sale?? Also as a new seller your funds can be held up to 30 days. Ebay does this in case your buyer wishes to return the item within the 30 day MBG and the refund would come from these held funds. The more you sell with buyer satisfaction the more ebay will trust you and they will no longer hold funds. Have you signed up for managed payments yet so you can get paid??

It sounds like your package has been delivered to a freight forwarder, who is responsible for sending it on the person who bought it, who is probably in another country. That's how some buyers outside the US can buy things even though the seller doesn't sell internationally. Since it was delivered to the address Ebay gave you, eBay is supposed to accept that as "delivered".
I've read several threads on here lately that this is happening to a lot of sellers. Something is going wrong with eBay, causing them not to recognize these as "delivered".
You should contact eBay for business on Facebook and explain what is going on. Send them a Facebook message about it.

@nobleapplications as others have said here your funds will likely be subject to the usual new seller hold, but as far as the delivered to agent status - there is a known issue where eBay is not recognizing that as "delivered".

No, it's a domestic shipment within the US. I understand about the new seller hold and don't mind waiting for the money, I just want to make sure that the buyer actually got the item.
(Ironically, although I am a "new seller" as a business, I've been a personal user of eBay since the 1990s and have purchased hundreds of items here).

Thanks for the response. Now that you mention it I do remember the buyer asking me at one point if I could ship to a different country, so maybe this is what happened. Hopefully they'll fix it soon.

Could I suggest that instead of using this new ID for selling, that you switch and use the older, high feedback ID for selling and this one for buying?
All buyers have 100% positive feedback so you will look more trustworthy.
Low feedback sellers get a lot of scam offers. (Freight forwarders terrify a lot of sellers, but they are actually the second safest addresses you can ship to, since most of the Money Back Guarantee does not apply to them.)
This will do nothing to solve the current problem.
And you will need a different MP account for each ID.

Do not use USPS when shipping a parcel to a Froward Shipping Agent .
Look at your buyers shipping address
If its an international buyer and the shipping address appears to be a forwarding shipping agent .
It is usually Oregon ( To Asia )or Delaware ( Europe and beyond) with a Unique Customer notation in the address field
USPS WILL SHOW DELIVERED TO AGENT FOR FINAL DELIVERY !
UPS WILL SIMPLE SHOW DELIVERED !
Use UPS !

I would say the opposite.
Delivery to the freight forwarder is considered to be Delivery for eBay's purposes.
When an item has been Delivered to the forwarder Delivery is no longer the responsibility of the sender.
Whether the wording is "delivered to agent" or "final delivery" is semantics.
And most of the Money Back Guarantee ends at the forwarder's doorstep.
