Customer from Belarus cannot place order

My customer is from Belarus and the shipping address is to Belarus as well. But she cannot place the order and she gets the error saying that, "the item is not available for purchase in your location. You cannot buy this item".

But I have not added Belarus to the Excluded shipping list as well.

Can anybody help me understand why she cannot place the order and why she's getting this error when her country is in the shipping list?

I think since Russia is blocked as well as Belarus is blocked .

Do you really want to ship something to Belarus knowing that there is probably a ban on mail to that country.

Air Mail and air space is probably banned due to Russian war in Belarus.

There are no war in Belarus nor officially neither really. I see that Belarus is not in the list of eBay, due to discrimination policy of eBay towards the citizens of this country. I've sent several packages to Belarus after the war has started and all didn't leave the US, were circling within California and returned back. Legally, it is not allowed to ship to Russian, but allowed to Belarus by USPS. But really, both countries are banned by someone in USPS in USA. There are companies which ship to Belarus and Russia, called mail forwarders. Buyers can use these services and easily get the mail, sometimes cheaper than USPS, of 'course, if the Seller treats all people in the world equally.
