I have a customer in Canada that needs to return something. I am trying to figure out how to create a return label from them (I am in the US). I use Pirate Ship for international shipping but I do not see a way to print a return label from Canada. Any help out there?

You can't, you will need sends funds for the buyer to purchase a label at their end.

eBay really need to address this off shore return issue.
I can see one hell of a loophole for an unscupulous buyer to get the shipping funds and keep the item, but that's me and my jaded thinking I guess

Send the funds via PayPal goods & services. If the buyer chooses to not return anything then the seller files an INR through PayPal.

Sellers in Canada can purchase USPS labels through Shippo. I would register there and see if it's possible for you as a US seller to buy a Canada Post label. Let us know if that works @minicrush. I've never tried it.
If not then you can use a service like DHL, though it's probably more affordable to simply work it out with the buyer and send funds through PayPal so they can purchase the return label on their end.

I sent funds to a buyer in Italy for the return of a watch
I made sure to mark the funds as return shipping money
the buyer started a chargeback so I went after the money in paypal
money that is unused for the purpose it was sent for should be returned if is not used for the intended purpose
the buyer did not use my money so it was returned to me when I filed a claim for no goods or services
the buyer ended up using there own money to ship the watch back

Well, they opened a case and eBay refunded their money in less than 24 hours. Now they get to keep their items and don't have to ship it back. Good grief. They didn't even give me a full day. I thought about paypal but not sure how to send money if I don't have their email address, I thought that info couldn't be shared through ebay messaging.

I will try it next time, eBay just refunded their money as soon as they opened a case. Although, I really hope there is not a next time.

Did buyer open an ebay return? If so, were you not given the chance to accept the return to get your item back before refunding? If not, do you have auto returns enabled? Otherwise, you need to contact ebay.
Is buyer still willing to return the item? If so ask for his email address to arrange for a return label.
