I would like to set up my shipping rule but can't figure out how. I offer FREE shipping for multiple purchases. If the buyer orders multiple items, they only pay the highest shipping cost. For example, if 3 items have different shipping cost like 7.99, 5.99, & 3.99, then the buyer would pay 7.99 and the other items would be shipped free. No matter how many items they order as long as they are paid together.
I hope that made sense. Someone please help me figure out how to set it up 🤣

In Shipping preferences make sure that you are allowing combined payments and shipping.
Then set up combined flat rate shipping rules. You can select 'add an additional amount for each item' and then check off the free shipping box. If a buyer purchases more than one item, they will automatically be charged for the highest shipping cost and give them free shipping on the rest. Then name the rule and make sure that each listing is associated with that rule. I think that you can do that last part in bulk edit.

So I thought I had it set up. To my horror, I still did not. I can't figure out what it is I'm doing wrong. When someone adds items to their cart some will show up free shipping and some don't. I've checked all the policies to make sure combined shipping is allowed and applied the shipping rule to every listing.

So it is only doing Free shipping for items of the same shipping Policy (same cost). So if a buyer buys 6 items, 2 @ $3.99 shipping, 2 @ $5.99 shipping, and 2 @ 7.99 shipping; they're charged $17.97 shipping with only 3 items shipping Free when it should only be $7.99 to ship all 6. 5 being Free Shipping. I've been selling here way too long to be this confused.

They should only show up Free, when the buyer adds 2 or more items to the cart. Then it should charge only the highest shipping item. Some buyers made me aware that not all items were doing this.

ANOTHER OPTION THAT MIGHT BE EASIER IS TO OFFER A REFUND ON THE EXCESS shipping. (sorry for all caps). That is what I do on multiple shipments where I over estimate shipping costs.

Yes, that is way it should work and both those listings look ok.
The Flat Rate Shipping Rule when enabled on a listing should apply regardless of whether the Business Policy setting the shipping cost is the same or not.
Something else is going on here or there is a glitch. Hopefully @pjcdn2005 will see this and come back to comment further.

I'm not reproducing the error. Did you ask buyers if they were using website or app? Can you advise items where buyers said it's not working? Did you ask buyers to go to the checkout page to see if the discount shows there? Sometimes discounts don't appear until you're on the checkout page before you pay - especially with the app.
