I would like to set up my shipping rule but can't figure out how. I offer FREE shipping for multiple purchases. If the buyer orders multiple items, they only pay the highest shipping cost. For example, if 3 items have different shipping cost like 7.99, 5.99, & 3.99, then the buyer would pay 7.99 and the other items would be shipped free. No matter how many items they order as long as they are paid together.
I hope that made sense. Someone please help me figure out how to set it up 🤣

I believe I found the cause @brandashly. Some of your older listings offer Parcel Select. It's not combining because it's a different shipping service than listings offering First Class.
If you change to First Class and that doesn't fix it, then the only other thing that comes to mind - aside from checking to make sure the shipping rule is active on that listing - is to end the listing and start a new one. Don't use sell similar. Sometimes old listings get glitchy.

I suggest using the bulk editor for revising all listings to which you want this rule apply @brandashly. Some of your listings are still off.
If you plan to ship Parcel Select in some cases then change all listings to either Parcel Select or a generic Economy Shipping. You can always upgrade to FC or Priority.
If you plan to ship First Class or Priority every single time, then change all listings to either First Class or a generic Standard Shipping. You can ship same or better, but you can not downgrade from the advertised service to an economy/slower method like Parcel Select.
