For the life of me I cannot get the Combined Shipping to work for my listing. I have repeatedly followed the instructions on the eBay help link and watched videos, etc. trying to fix this issue. I have removed my listing and relisted them in hopes that it needed to be reapplied. I have checked in business policies to see if anything could be preventing this from working.
Under my Shipping Preferences, I have "accept combined payments" checked. and I have "Create flat shipping rules" set to add an amount for each additional item. ( I did delete the original one in hopes of resetting it, but when I added it again, it required a profile name. I typed in combined shipping and eBay auto-filled the ID info. I really don't know exactly what needs to be put as the profile name and cannot find that info anywhere.) Again none of this works.
Someone PLEASE help me. I am new to selling, but this should not be this complicated! I have spent hours trying to fix this with absolutely no progress.

You can assign any profile and/or policy names you like. What you may be missing is on the listing itself you must select that profile or policy name in the shipping section to enable it on all listings you want it to apply to.

It doesn't matter what is put on the profile name, it is for your information only. If you have two or more rules, the name will tell you which one is which. I don't use shipping or business policies so I'm not sure exactly how it is set up but I would guess that you would have to enter that combined shipping profile name in the applicable shipping policy. Have you done that?

I just went to revise a listing and selected the option to edit the shipping policy. Apparently, that was the key to my issue all along. The box needed to be checked on my Shipping Policy in order to use the policy. I was also able to go into my business policy settings and update it from there. Thanks for the help!

Get used to it nothing on eBay ever works how it's supposed to and they change how it works every other day. They add complexity to their horrible interface every time they change something No one in customer service or any of the pretend expertsknows how it's supposed to work or can give you directions on how it works. They have no sense of urgency to fix things as of recently you can't message your customers or communicate with buyers respond to offers, etc. for 27 days. It's unbelievable. Ebay forgot that with out sellers there are no buyers.
Having the most counter-intuitive interface possible, that is regularly made more complicated and ridiculous by a tragically inept team of glitz developers ebay will
end painfully with the daily loss of **bleep** off buyers and sellers.
Ebay has no idea what they are so they do nothing well.
