Carrier refuse to ship item Glendale

Hello i have an item stuck in GLENDALE HEIGHTS, IL US

tracking says 

Recived by EBAY left at Dock. 

And latest : Carrier refuse to ship item forward ? Unable to deliver. 
seller cant do anything. 

What Can i do now ?

EIS will eventually refund you as they do this on behalf of sellers. Sometimes it's a glitch, sometimes the item is a type of item that cannot be shipped to your country. 

Wait until the last 'estimated delivery' date is shown and on the next day, open a 'Not Received' found on your purchase history (click refund) and follow prompts.

To add to what @stainlessenginecovers said, I want to say that the seller is telling the truth. He's not able to do anything. This is ebay's problem and they will refund you.

Okey, so i shouldn’t expect eBay to find another Carrier to ship the item ?     
Can i expect not to recive the item? Then i Will ordrer another one. Thanks for help

If they are telling you it can't be shipped, it won't be shipped. Usually if that happens the seller never sees it again either and ebay handles the refund process, have only run into this one time, and one time something never had duty paid so was kept by customs, so who can tell what will happen. Just do as was suggested and file for not received when it gets to the date it should be received by.

If this is an EIS shipment, you should know.

EIS shipments are inspected at Glendale Hts.

Items which differ from their descriptions may not be sent to the buyer

Items which are illegal to export or to import to your country will not be sent to you.

You will be refunded if either of those situations are applicable.

Ebay will notify the seller if the seller will be receiving the item back, and whether they will be funding the refund or Ebay will.

It is not unheard of for shipments to be held in Glendale Hts for weeks even if there is no problem and they will be shipped.

If it's the item that can't be shipped to your country, ordering another one won't make any difference.
