It has been month now and still cannot process a return unless there is a balance in my Pay Pal account. If I try and process a return and refund the customers payment without a Pay Pal balance to cover it, I get an error message to try again later. I have a credit card and bank account linked to my Pay Pal account, so it should draw from there if there is no balance. I called eBay, they were able to fix the problem with each return, but that seem time consuming to have to call eBay on each return, so I guess I will just process returns when I have a balance. It would be nice if eBay would fix these problems in days and not month or even years!

You do not need to call eBay ... there is nothing for eBay to fix.
I know that this might come across as condescending (it is not intended that way), but you can save yourself headaches and unnecessary fees/penalties by simply keeping a balance in your PayPal account for returns/refunds.
You are an experienced seller, and I'm surprised that you don't know that this is the way that it has been for ... well ... for a long, long time. Perhaps you haven't encountered too many returns in the past ...

No, PayPal no longer (since Oct/Nov) draws funds to make up the shortage for a refund: Either transfer the funds in (slow) or have send you a loan by Friends & Family (instant). You need cash in your balance to cover tax, shipping, and item. eBay will repay the tax immediately afterwards.
