This is weird, someone purchased two records for me that ended roughly a few days from each other but for whatever reason when I send an invoice for both records one only comes up and on their end they don’t have an option to combine shipping even though I enabled that option in my seller settings.

If you sent an invoice, then both records should be there in their shopping cart, and they should see the rate from your invoice when they go to the checkout page.
I'd ask the buyer if they could try what I just mentioned and send a screenshot if they're not seeing what they should.

You can always send a refund shipping discount on one item. You get a small fee back. I have to do it all the time for International Buyers...who cannot combine a shipping invoice and send it it me.

Earlier I assumed you were shipping directly since you mentioned sending an invoice @dayditty. But I looked at a few of your listings just now and see that you're using eBay International Shipping. Combined shipping is not possible with EIS. If you want to offer combined ship, ask the buyer if they want to cancel the transactions and you can create a new listing for both records in the same listing. Then the buyer will be charged a single shipping rate and you can ship in the same package.
