eBay International Shipping - Winning buyer doesn't know how much to pay??

A buyer with the winning bid on one of my items contacted me to ask how much shipping to his address in Switzerland would be. I am awaiting a response as to whether he received an invoice from eBay but told him I would issue him an invoice in the meantime. The trouble is, when I go to the shipping calculator on the invoice, USPS, FedEx, and UPS are my only shipping options. I do not see the new eBay International Shipping option, so I do not know what to charge him for shipping. I can't imagine that eBay stopped issuing invoices to buyers?? Does anyone have any insight into this? I had originally listed all of my items as "ships internationally" and went through the Global Shipping Program in the past. I never selected alternate international shipping. Thanks.

I checked one of your listings. Looks like per your settings, you don't ship internationally. Check your shipping setting to make sure you ship internationally.

There is also an option to enroll to ebay's latest program.

As far as this transaction is concerned, after you make sure that you set up your international shipping options, I would explain to the buyer what happened, cancel the transaction (reason, something is wrong with the buyer address) and relist the item and kindly ask the buyer to purchase the item again.

Thank you so much for your response. I have a follow-up question: My status for eBay International Shipping is "enrolled." When I view my listings, I see in the shipping tab, it says I will ship to the United States; however, when I go to revise the listing, under "International Shipping" it says, "eBay International Shipping

Your listing will show up for buyers worldwide, where applicable. Ship to our domestic shipping hub, and we’ll handle the rest, including customs and returns—at no extra cost to you."
 
I checked 10+ of my listings in revise mode and they all stated the same thing, so I don't know how change to the eBay International Shipping option if, on my end, everything states that I am enrolled in eBay International Shipping. 
 
The buyer responded to my email but did not state whether or not he received an invoice from eBay, just provided an example of what should be itemized on the invoice. I suspect some of my message was lost in translation.
