Good Morning, I have an international buyer who bought 7 items and is requesting a combined shipping discount,when I try and click on the send invoice option it goes to a screen saying can no longer send international invoices. Anyone else dealing with this problem? Can anyone advise how to fix this or go around it ? Waiting on Ebay customer service to open up so I can report it to them as well. Any help would be appreciated. Thanks in advance

Combined shipping is done automatically at checkout — there is nothing the buyer nor the seller need to do to enable it. If you receive a single order from a buyer with multiple items, this means it's already qualified for combined shipping.

@aproudparent2010 is referring to sellers using eBay International Shipping. Your listings are a bit of a shipping hodge podge. Some of them are showing just one price for a first class international package, some of them are showing a price for first class lettermail and some are showing both EIS and first class international parcel.
I am guessing that if there is at least one listing on their list with EIS you wouldn't be able to send an invoice.
You could make one listing with all of the items listed on them, set your shipping method and then the buyer could purchase all of those items with one shipping cost.
I'm not sure what is going on with the rolling out of combined shipping with EIS. I used to see a few listings with it but any that I have checked lately don't have any combined shipping.
