Can individual countries be included? I am aware I can exclude them, but I see no include option.
Point is, from my location plenty of countries are excluded from airmail, or not shipped to at all. I ship worldwide and that leads to frequent cancellations, means lost fees.
I believe on ebay.com USA is included by default, fine. I can include MX, CA - but now it goes weird:
I can include EU (fine, but it's a continent, not a country), but also UK, DE, FR (which are countries).
I can include AU, but not NZ.
So what I need to do to include NZ - ship worldwide and exclude 150 location?

If you are listing on .com and shipping from another country there are only certain countries that you can include. You basically have to work backwards. First go to your exclusion near the bottom of the shipping page or you can do that in your shipping preferences excluded regions section. https://www.ebay.com/ship/prf/excludeRegions
Just go down the list. If you don't want to ship to any countries in Africa then check off that box so that you exclude Africa. But if you want to ship to Algeria but not Angola and some other African countries, click on see countries under Africa and make sure there is a check next to the countries that you do not want to ship to. Then go on to the next region and either leave a check mark next to that region if you don't want to ship to any countries there or check off the countries that you don't want to ship to. If you want to ship there, there should not be a checkmark next to that country. Do that with all the regions and then Save.
On your listing page in the international section (US is always domestic) click on add services, pick a generic service such as standard international shipping. Make sure that the ships to box specifies worldwide if you want to have one shipping cost to all of the non excluded countries.
You can separate shipping charges but only with the 'ship to' locations that ebay gives you on the shipping form. For example, if you want to ship to Asia for one price, instead of using worldwide for your first option, click on destination and then on Asia and set a flat rate shipping cost.
Then on your second international option you can use worldwide. (or split the prices up a bit more) If you use standard international shipping for Asia and use economy international for worldwide then people outside of Asia will only see the cost for their country.
It's a bit complicated to explain of this so if you have any questions, feel free to ask them. I can see from your listings that you already have the basics so you should be able to experiment with different locations and set it up a way that works for you.
As an example...
I'm in Canada so if I were shipping worldwide and listing on .com, my first international option would be expedited international shipping and shipping location would be Canada.
Then my second international option might use standard economy for Europe as a destination. My third option might be economy international and that one would show worldwide.

Not sure if it's still the same but it used to be that NZ was included with Oceania. You have to find that list and then drill down if NZ is the only part of Oceania you want to ship to.

It's still under Oceania, but you can't check off that you want to ship to NZ, you have to check off the countries that you don't want to ship to and leave NZ blank. It's backwards to the way that ebay should have set it up.

After all, working backwards from the exclusion list and untick a few key countries is probably the best method.
And the rest can contact me and ask, and I will probably whitelist that country if there is a shipping option from my location.
