Buyer bought item-I shipped it. On estimated delivery date, I tracked it, to make sure it got to buyer. USPS showed "Delivery attempted-no access to delivery location" I messaged buyer right away and told her of delivery attempt...advised her to ck the next day &/or go to Post Office, and to contact me. 2 days later, I see the pkg was refused and the PO was starting a "return to sender" . No word from buyer. This buyer has high ratings and "prompt Pyment" on her feedback page.
I did call eBay return dept...they said as long as pkg was sent and she refused delivery I do not have to refund her...is this true?
Also, I will not be billed for return postage.
What happens now? Will I be billed for return postage?

Outcome: She requested refund... the amt requested included item and tax...not shipping. Ebay's request form said I did not have to refund, however she would go to PP. There were also other options on eBay's form. The interesting thing is that eBay showed the return amt for the item itself (not tax). I followed eBay's prompts and refunded what they suggested (item only), wondering about tax. Then I got message from eBay thanking me for refund to my customer, and they would notify her of refund and eBay would also credit her w/ tax...and I'll get my FVF. So...my 1st RTS done...but I found it interesting that eBay didn't say up front they would refund tax. I was almost going to refund the tax myself. Too much time spent on this!!!...But thanks everyone, for your feedback and ideas.

If you sent the package first class or priority there will be no charge for its return if it was refused. It will take longer to get it back. If it was tracked, there will be tracking info showing it's return to you. You will have to refund her. Basically she saved you or herself the price of return postage by refusing the parcel. Now if you sent the package parcel post, you will probably have to pay return postage although I haven't used parcel post in years and things ( including the name of the service ) have probably changed.

I think that it is policy that if they refuse delivery they have voided MBG. HOWEVER, if they paid with PP they can do a chargeback there.

IMO I would not do anything. If the USPS wants money for the return postage, they won't delivery it to you unless you pay. So if you get it back then too bad buyer.
I would watch for negative feedback and then get eBay to remove it.
If eBay told you to not refund them then don't.
Take the high road unless you can't.

Nope your Golden! Customer pays for everything. A refund will happen after you get package back, and check your merchandise to see its actually what you sent, and in good condition.
Other than that it will be as if sale never happened, Relist your item & try again.

People really should not be allowed to irresponsibly buy items, and then refuse them on delivery. They should receive some kind of strike on their account if they do that more than a few times. Bad for businesss.

I had the same thing happen a couple of years back. Ebay said that the buyer is not entitled to a refund. However, buyer opened a case with Paypal and that was refunded without question. I called Paypal and was told that tracking showed delivered back to me so the buyer never received the item eventhough it clearly stated refused. You will have no choice but to pay the buyer back, including shipping fee. As for the return shipping, you shouldn't be charged as it wasn't technically delivered.

Since the dress is in the same condition as you sent it, and you can relist it, I suggest refunding in full. File a Cancellation in the Resolution Center stating Buyer Requested. You will receive a credit for the FVF and there would be no reason for the buyer to file a case. Then I would add that user ID to your Blocked Buyers List.
