Buyer "Item Not Received" Request...my Tracking says otherwise...next step?

A little over 2 months ago, I sold a guitar part. Item was shipped within 24 hours of payment and tracking shows it as delivered to the address provided at Ebay checkout/Paypal 3 days later, along with the time it was delivered "In/At Mailbox". 

 

February 4, I received notification that the buyer had opened a Request claiming that the part was never received. I responded to the request immediately with the same tracking info I had uploaded to Ebay and Paypal back in December. It's now about a week later and no response from the buyer....the amount of their purchase has been held as 'pending' in my Paypal account this entire time. What am I supposed to do at this point? From what I've been able to find regarding this situation on PayPal and Ebay, shouldn't uploading valid tracking info showing the delivery address and time of delivery and shipped within my stated shipping/handling time be sufficient to close this request? The only options I see when I go to the Request are to contact the buyer or refund. WTH?  I talked to my local post office agents and they told me pretty much what I suspected...insurance won't cover the delivery since it was scanned/delivered to the address, so as far as USPS is concerned, it was not 'lost'. Am I expected to refund the buyer even though I've got confirmation it was shipped and delivered promptly?

It's possible that your buyer bought the same part from you and another seller because they needed two.

 

Maybe they have you confused with another seller that didn't deliver the part.

 

Call Ebay and have the case closed while you're on the phone.

Tbh it also seems a bit strange to me that someone would wait this long to contact a seller about a domestic shipment not received...if I'd spent $100+ on something and it didn't show up after a couple weeks, I'd be asking questions then...not waiting two months.
