I sold my iPad last month, the buyer is from Ghana. He/she hasn't received the package. He/she was told with the customs and when he/she tries to get the package, they told him/her the item came in a different name which I'm not sure why, the buyer's name, address, and item details are all in the customs form. They refused to hand the package to the buyer. The buyer said I have to make amendment letter so they can release the package to the buyer. But the problem is, I don't know how to get or make amendment letter. Does anyone have any advice? Thanks.

This sounds sketchy to me.
What name did the buyer use when ordering and what name are they wanting you to write the amendment letter for?
I'd find out why they used a different name then their real name.
I've sold on eBay for over 18 years and sold thousands of packages to other countries and don't think I have ever had this happen.

In 24 years of selling online I have never once had a legitimate order from anywhere in Africa, and what you are selling is a high scam item as well.
My guess is that the item was purchased with some sort of stolen identity and now they need it to have their real name on it.

DON'T DO IT.
Sounds like a total scam. I don't know what Ghana customs will do - but when I had a buyer never recover a package from French customs, I eventually got it back.
How did you send this?
For future reference, I'd block international buyers from anything electronic, especially with a lower feedback account. It's exactly what scammers look for.

Update: I checked the tracking number and it says "Payment of charges - Item being held, addressee being notified"
This is buyer's message:
The iPad you sent to me, I haven't received it. I was told is with the customs and when I went there to get it, they told me the item came in a different name. You sent it using Selina Gyekye instead of Selina engineering. So the have refused to hand it over to me. The said you have to make the amendment letter, send to me via email to show to them before they can release the item to me.
Do you think it's a scam? At least I received the payment but the buyer saying she didn't receive her package it was stuck in customs so buyer is asking me I have to fill amendment form and I was like what, I don't even understand why I have to fill that form, I don't know where can I get or make that letter.

There is no way customs is holding it demanding a business name instead of a personal name. Also, the only Selina Engineering google knows about is in Bangladesh not in Ghana. The only Selina Gyekye google knows about is a Dentist, not an engineer.
Just ignore them and let it come back, probably bought with a stolen card number anyway.

Ignore it. Most people running scams are running a lot of scams at once and they will concentrate their effort on the people who are being responsive.

If you sent the item to the name and address provided you by eBay, The customs issue is completely and totally between
the buyer and them.
Anything out of the ordinary.........
