Buyer took forever to pay. I mailed on time. Tracking says it was delivered to an individual. Now buyer claims they didn't receive item. He opened a "not received" case. He says I was supposed to send it as a "sign for". He did not contact me about sending it as a "sign for" it before i sent it, In fact I don't see him contacting me at all until now. I did not send it as a sign for--just regular tracking. What am I suppose to do. Refund him (even though it says it was delivered)?

He cant reopen the case, but he could go to his cc for inr, so hang on to that tracking number. When your funds are released, the case is closed.

Has the buyer opened an item not received case? If so, you should have received a message from eBay. Respond to that message within the required time frame by entering the tracking number.

Just provide the tracking number to prove delivery. If the item wasnt over $750,it does not have to be signed for.

You will get different input/theories here, but if it shows as "Delivered" you are technically "off the hook" with eBay and they will not require a refund.....
That does not settle the issue, though, as the buyer can still pursue a chargeback.
So, you need to decide if the hassle is worth it....

I would not refund him. Respond to the case with the tracking number. sooner or later you should see something saying if this case is not resolved by a certain date you can ask ebay to step in.

Chargebacks don't scare me. If tracking shows delivery, I'd respond to the case with the tracking number, a note stating "delivered on (date) at (time)" and if the buyer ultimately files with c.c. company, I'd cross that bridge when I came to it. You have seller protection from ebay on an INR chargeback with tracking.
Note that signature confirmation wouldn't help or hurt in this case since none of your items are at the pricepooint of needing it.

Don't refund. If its under $750, you're covered by ebay for the not received case AS LONG AS YOU UPLOAD THE TRACKING into the case. If you don't respond to the case with tracking, you will lose the case.
You may or may not be covered by the company who files the potential chargeback, but you'll definitely be covered by ebay for it if you end up losing the chargeback. Force the buyer's hand to file a chargeback if he chooses. That way, the buyer's bank may take notice of his activity and start to burn another one of his bridges.
PS. Out of the INR's that I've won, rarely does the buyer end up filing a chargeback.

Thanks. I put the tracking number in like people are saying to do. The buyer has sent this message:
"Indeed is what it shows at the tracking info. Thing is that there are many warehouses within that delivery zone and maybe USPS deliver the package in a wrong address. The trackings said that was sign for a person, there is chance to get a copy of that document to understand where the package could be? "
I'm not sure what is he asking me to do? Put a postal trace on it?

On reading it again, I think he thinks there IS some signature document, which there isn't. I've never mailed anything that required a signature, so there isn't any such document.

You cant put a trace on it when it shows delivered. He needs to go to his p.o. and have them pull up the delivery address on their gps monitor. They wont give him the address tho if was delivered someplace else, but it will verify that it was delivered to him.

Update: This buyer is still writing daily. He's not even currently in the U.S.. His U.S. Shipping address (the one he is using to Ebay with) looks to be a group of warehouses--to the best of my understanding. Ever trying to be helpful, I stopped in at my post office and they were able to print up a copy of the Delivery signature (not sent by me - it apparently was something required at that warehouse group), which I then sent on to the buyer. He says it doesn't match any of the names at the warehouses. Yeah I know--it's not my problem. Yesterday, I called Ebay to see when this "Item not received" case ends. They said it ends this morning 6/23/2023 and it should end in my favor. I'm wondering how I know when a case has in fact ended? Right now, early afternoon, it is saying "Buyer reported their item hasn't arrived" in red letters above the auction. It seems to reappear every time he sends me a message through Ebay. I've posted the tracking (showing delivered) already. Should I respond to the messages anymore? He can't just reopen the "item not received case", can he? Do I need to do anything at all from this point or is it done as far as I'm concerned? Thanks for any further suggestions.
