Buyer can't purchase thru the Global Shipping program

Buyer wants to purchase but receives message "Seller will ship to your country, but you must contact them for rates". 

I do have some countries on my prohibited countries list, but their country is NOT prohibited.

I did check the box for the Global shipping to override my settings.

They still cannot check out. Any ideas please?

You can go to this page for information on GSP and there is a link at the bottom to request a call back from CS.

Sounds like eBay doesn't know what to charge him for shipping.

You have to put in the dimensions and weight of the item in your listing (s) when building your listing (s)

Thanks everyone. The buyer is located in Thailand...

Spoke with CS rep...they and another person went over my listings/settings and said everything was set up correctly on my end; and that it must be on the buyer side. Informed the buyer to have eBay call them and find out. Gave the buyer the "Contact Us" link...they clicked and the eBay site said they would call them back. They haven't called the buyer and it's been 3 hours. 

Not good...
