What exactly are you selling? Sometimes the item may be restricted by the buyer's state or local law for legal reasons, and ebay restricts that item being sold there.

The buyer is confused and must be having issues with their payment set up.

Weird...wouldn't work for me either (Ohio). OP, you need to look at how you have that listing set up. Something might be wrong in the shipping section (weight, measure, etc).

There is a problem with the way you have set up the Shipping Calculator.
It's probably some combination of the Service you selected, the weight and/or the dimensions.

@cynan101 Can you put the buyer's name on the Buyer exemption list just as a work-around for now? These glitches tend to clear but who knows when.
ETA: Slippin's post just popped up - if the calculator is set up correctly may be the above work-around will help for now.

I would suggest you double check your entries on the original listing and verify that they're correct. I just ran the entire list of 223 items that you have listed and every one of them, with the solitary exception of this one, has either free shipping or a shipping estimate. This one is the only one that says "shipping not specified".

I looked again, and got up and did something else, and looked a 3rd time just now... and I had package details at 100 x 6 x 2 LOL. (10x6x2)

Just based on a later response by OP, it would appear that this is the correct solution.
