Apparently now Ebay has set a president that a buyer can request extra accessories from a seller that are not included in the listing. And this is the level of customer service that is provided when you question it. The buyer misused returns and violated eBay policy which was acknowledged by 2 customer service representatives. Yet, eBay forced this return and as soon as the case was opened immediately found in the buyers favor. I find this very disturbing and extremely unfair.

Welcome to the HAL 9000 world of "customer service"... I had a buyer last year buy a bass combo amplifier and wanted to return it (and he did) because a bass guitar was not included, even though he clearly did not read the description.

This was in your description:

Then you say this in your listing:
Used but reconditioned. Tested and working. No pedal. Digital screen still has the protective plastic. Condition is clearly shown in pics. What you see is what you get. Any questions/concerns, please ask before purchasing.

Missing items are easily missed by buyers; so you just have to be aware that items that are incomplete have a good chance of coming back. Buyer missed this, but they should not be stuck with something that is incomplete. The best way to divert this in the future is
Put "Missing Parts" in the Title
Message the buyer as soon as they win, asking them if they saw the fact it was missing XX. This way, you stop the sale if needed before shipping costs are incurred and time is wasted for both buyer and seller.

Problem here though is they didn't remove the part of listing that says it includes pedal and then later says it doesn't.

Buyer will win even if that was not the case; buyer says it missing parts, ebay approves return, buyer returns, seller better refund upon return delivery or ebay will do it for them, and ding them for having to do the sellers job.
Selling items missing parts can be a formula for failure;
Needs to state it in the title and..
Seller needs to follow up with Buyer making them aware it's missing parts before shipping

They aren't missing! They were not included. This listing was just for the reconditioned machine. That is all.

That's all you need to know. It doesn't matter what is or isn't in the listing.
The buyer can demand a return because they didn't like the color of the box you shipped it in and there is nothing to do but eat it and try your luck at an appeal.

I didn't look at your listings to check, but if you are using the product catalog on anything except brand new in the box items where the UPC and details match, then don't.
Don't use that catalog for used/preowned. It's a recipe for trouble.

I'd amend that to say "Don't use that catalog for anything"
Ebay won't back you up if the information in their own catalog is not correct.
If I can avoid using pre-filled information I do.

Just as an aside as it was the 1st item shown in you current listings.
The shipping of R-12 Du Pont Freon by USPS Priority Mail is probably not allowed. You may want to ask at your Post Office before shipping, or printing a label where you agree to the USPS terms of service regarding shipping.

I have had this happen to me. A buyer said a lidded cup I sold should have come with a mixing device. I did not have the part in question pictured or noted in listing just cup and lid. Still buyer got a full refund with no return of item. It is the way of eBay. Seller is always wrong.

Since we sell mostly one- off items that are vintage and used; I always send an mail prior to shipping with the description, EX thank for your purchase prior to shipping vintage or flawed items we like to confirm that you noted in description.".... " . Whether they respond or not I ship the item. I now have a paper trail that they have been notified and asked to confirm they noted the flaw. Sometimes a I get a cancellation but that has saved both of us the hassle of a dispute.
