Instead of opening a return request or contacting me thru eBay, a buyer returns a O/S hat (so listed) with a note saying it is too small and would like a refund. I have a 20% restocking fee. This buyer has been an eBay member for 10 yrs. and her feedback looks good.
Suggestions on what to do plz. Thank u.

I think they mean to send the buyer an email through ebay explaining the refund. That way if ebay questions the refund, they can see your message for an explanation. At least, that's the latest story ebay has given.

Could be in a tough spot since some sellers have reported getting dinged for refunding when there is no open case.
If you send her a partial refund by mail and she opens a case later, you have no way to document the partial refund.

Just issue a partial refund via the PayPal transaction and make sure you send a note via eBay because eBay is now awarding defects on partial refunds that are issued without an explanation.

I got an item back like that once.
I contacted the buyer by eBay messages to let him know that I could not do a full refund as there was no error on my part. Buyer said OK.
Partial refund minus initial shipping, and fees was made.
There is no place (or so I have read on the boards) that a defect will show for doing this. It is apparently an "internal eBay notation/defect" that only shows to eBay.
EDIT: and as I think about it there have been many instances where I have given partial refunds for one reason or another.

No they don’t. If you want a FVF the buyer needs to open a return so that your restocking fee will be applied & you’ll get the FVF credit. Otherwise the only other option is to cancel and refund in full but that could trigger a defect too!

Don't do a partial from PP for a blind return. You won't get your selling fees returned.
Just shoot a nice letter to your buyer and let her know that in order to process the refund, she needs to open a return request through eBay.
When she does that (and if she uses remorse as the reason), when you go to issue the refund, you'll have the option to withhold your 20% restocking fee. If she uses SNAD, you're paying her back in full but at least you won't have to pay return shipping. Apparently O/S isn't always true so the quandry for me would it in a way be SNAD? (Me? If shipped FC with no extras and it's a fairly expensive item, I simply would refund the entire amount. She did send it back on her dime)
