Instead of opening a return request or contacting me thru eBay, a buyer returns a O/S hat (so listed) with a note saying it is too small and would like a refund. I have a 20% restocking fee. This buyer has been an eBay member for 10 yrs. and her feedback looks good.
Suggestions on what to do plz. Thank u.

So you think I should keep the item AND the money paid for it?
If the buyer doesn't want to pay for it to be returned to them, absolutely.
I was being sarcastic about keeping the item and not refunding. My original post already states the item was returned to me. Sorry if you mis-understood.

Why? The OP accepts returns and she’s honest person.....
No good deed goes unpunished.
Just begging for trouble with anyone that doesn't play by the ebay rule book.
I wouldn't have anything to do with it.

When I issue the partial refund thru PP, does eBay recognize the refund and give me back the fees they charged?
I have given partials back because I offer combined shipping and sometimes buyers don't wait for an invoice with the correct total. ebay has returned the fees due back to me on all partial refunds I have given.

If you send her a partial refund by mail and she opens a case later, you have no way to document the partial refund.
So, thinking about what u said, I made the dreadful call to ebay that actually was not dreadful at all. A cs came on the phone quickly and made a few different recommendations. I initially wanted to email the buyer and ask her just to open a return request, but was concerned she would not be honest about the reason to avoid the 20% re-stocking fee. But after speaking w the cs, I decided to em the B and asked her if she was the person who returned the item with a note saying it was too small? She answered me and said yes, apologizing for not opening the return request instead. I asked her to do so and pick- does not fit. She did just that! So refreshing to come across an honest and sweet person like that. She even left me positive feedback!
