Whichever smart alec suggested centralised eBay delivery is slowing down the already tortoise speed eBay speed. And eBay jolly well work on your customer service, what if within delivery date seller do not response and you are uncontactable?
I paid up almost immediately on 19th July

Shipping service USPS First Class Package (what kind of first class is that)
my address is in Portland Oregon.
Even from outer space, Moon would have arrived long ago. I dun even have a tracking number and the expected arrival date is 28th July. What kind of joke is this? Even if now is the era of the 19th century would have arrived.

That seems more like imcompetence than tricks. Regardless, it seems that you will not be receiving this item. So, when Friday comes, just simply file a claim with eBay that the item is not received and eBay will refund your money.
Sorry this happened, but (as you probably now realize) if shipping speed, good customer service, and reliable transactions are important to you, then (a) look for the "Top Rated" seals on listings, (b) look for high marks on the feedback, and (c) look for fast shipping estimates.

I don't see how that seller's error is at all relevant to the thread topic, which is about slow delivery, not non-delivery.

Apparently you were not paying attention, and you know very little about shipping and handling times.
Ebay doesn't ship or deliver a single package. This is all dependent on the seller, (the time it takes them to package and ship an item - which SHOULD be done within seller's handling time), and the carrier.
My average delivery time is 2.7 days! So maybe your seller is the slow-poke, but that's not eBays' fault!

When I buy from ebay (and it's usually vintage items that cost quite a bit more elsewhere when even available), I'm rarely in a rush. So I don't care how long shipping takes to get to me. I always look at the estimated delivery dates and those are what I watch.

Ebay does not ship or deliver anything, so why blame eBay for what you perceive as slow shipping or delivery service?

Well here's the thing. Ebay delivers exactly NOTHING. They dont own the post office and cant make it move any faster once it gets there. Neither can us sellers. We can drop it in the mail 20 minutes after you pay only to have it go from Florida to Georgia by way of Oregon. Why? who knows. Or it gets from NY to CA in 2 days then sits at the local PO for 3 weeks before it gets on a truck to your house.

USPS First Class Package is a economy service-if you need speed opt from priority or better
Sellers are not required to mark as shipped,use tracking or communicate just ship as described(it's good business but not required...).If the estimated delivery date passes w no item (and tracking does not show delivery) then file for non receipt refund w buyer protection within 30 days of the last estimated delivery date thru resolution center(bottom of page),ask seller link in listing or drop down next to item in your purchase history.You must ask ebay to step in after date shown in case or case will close unresolved after 30 days

Now I am completely confused, you are telling me First Class is fake only if Priority is but take a look at my last delivery on Priority it took 21 days coming to a month and eBay staff says Priority is fake too. May I know what is real? The seller mailed out almost immediately the next day as I could track it.
What is real now?

Your opening post claimed that your address is Portland, Oregon. That's obviously not true if your packages are being delivered via the Global Shipping Program.
You are either trolling or you are severely confused.
