Another lie from eBay. I sold an item in May (before the new June 1st policy). My auction stated a 20% restocking fee for buyer remorse. My listing was also for parts/not working. Under eBays description of parts, this is what is stated: An item that does not function as intended and is not fully operational. This includes items that are defective in ways that render them difficult to use, items that require service or repair, or items missing essential components.
A buyer opens a return case stating defective, which you would think in the case of an item for parts or NOT working, means it's working. In any event, he states, there are no good pieces on this for me to use. CLEARLY BUYERS REMORSE. eBays argument is "well he opened it up as being defective." I said "Yes, I listed it as defective. It can't be defective on his end unless it works". It was listed as defective. I listed and sold it prior to June 1st. Buyer returned it after June 1st, and they are saying no restock fee. Am I missing something or has eBay gone completely nuts???

That sounds about right.

When the buyer claims that it's not as described, the seller cannot take a restocking fee.

Of course they can. Just refund from paypal the proper amount.

About restocking fees
If you charge a restocking fee for returns, we recommend that you only ask for a reasonable amount.
You cannot charge restocking fees for items returned due to damage, defects, or not-as-described in the listing.*
*If you've opted in to the eBay returns process, you can't charge a restocking fee in these instances.

That's nice...and then so what?
None of that has anything to do with the OP's situation.

What are you trying to say? The item only has to be purchased BEFORE 6/1 for a restocking fee to apply. It doesn’t have to be returned by 6/1.

Im not trying to say anything, just quoting the op.

When an INR is filed, the funds are held. What you are suggesting isn't an option.

Meant to say SNAD.

It was opened as a SNAD. Restocking fees are NEVER allowed on a SNAD. The June 1st filing date has nothing to do with it. The sale happened in May. The ONLY reason the seller can not charge the restocking fees is because the buyer opened a SNAD and not a BR request. There is nothing the seller can do to get it changed either. Once a SNAD, always a SNAD. Ebay won't change it no matter what.

Doesn't matter. If it is a fake SNAD and it is proven just send the money minus the re-stocking fee. I have actual personal experience with this as a seller.

i was quoting the op to the previous poster before me who stated my previous post about restocking fees from Ebay had nothing to do with a restocking fee. The small marks at the beginning and end of this post are called quotation marks.

How is this accomplished when the funds are held?
