Hi, mailed 1st class pkg to MI from FL on 2/15, got as far as a FL mail depot and disappeared. Buyer opened inquiry w/usps and they closed it with no findings. Item still shows in transit for almost 4 weeks. Now the buyer has opened a INR case with Ebay. I provided tracking info to Ebay and what can I do next? Case closes in a couple days. Also because buyer inquired with usps, i am prohibited from same . It was not insured. ($20). Can a claim be placed for an uninsured 1st class pkg?

But no, you cannot do a claim for something uninsured.
Anyway, you responded to the case, ebay will let you know if they've decided you need to refund or not...but if it were me, I would refund the buyer- espeically over a $20 item and it's obvious they never got it.

If no tracking for 4 weeks, you'll be refunding the buyer.
No, unless you paid to insure it, you can't file an insurance claim.

You have NO choice but to refund if the tracking does not show delivered. This will be a total loss for you. It will make a good tax deduction as a loss when you do the numbers for your taxes next year. Nothing can be done. If you do not refund soon, ebay will do it and "ding" your account. Be greatful it was not an expensive item. Just before you refund, do a quick search on the tracking to see if there is any movement towards the buyer's house.

It was uninsured but a $20 value. Looks like I'll refund next couple days. USPS strikes again.

You need to refund before the buyer can ask ebay to step in. If they refund on your behalf you will not receive your fvf back and you will get an unresolved case defect. If there has been no updates for a couple of weeks, I would refund right away.
