Not sure where else to do this.......so apologies if wrong......
You answered a question about reporting a buyer on Wkly chat and gave a link.
Thanks for trying to help Brittanie.......but that report function is only good IF the buyer is in a transaction with the seller. Problem is these scammers are messaging sellers BEFORE a purchase saying they want to buy, will pay more than the seller is asking for and for the seller to "text" them with paypal information (so a sale won't go thru ebay.....which is something of an attraction for new sellers as it avoids ebay fees)..... New sellers just don't know enough and get caught up in it...
We need to be able to tell them to send the ebay buyer id somewhere with an accompanying note to read the email sent......so ebay can get rid of the buyer.......
This is what the link shows IF you click on it. I cannot "continue" unless I choose an item (and therefore buyer)...........

@dhbookds I'm sorry for any confusion about my answer! Currently sellers aren't able to report a buyer they have not had a transaction specifically through the 'Report buyer' form.
The reason I provided the page for reporting a buyer is that you'd want to use one of the other options (chat with us, call us etc.) to report the buyer's activity if you don't have a transaction with them yet, so that the security team can review and take appropriate action.

and I'm asking that there be a specific way to report these people..........Trying to call ebay is a problem.......it can be time consuming and frustrating when/if CS doesn't understand what you are trying to report.
Because there is no easy, quick way to report these scammers.........Many sellers don't think ebay WANTS to do anything about scammers.........
This makes no sense to me:

Why provide the link if it has no relevance to reporting those who are not in a transaction?

note, had to go copy the answer and repost because of flooding notification.......apparently from copy/pasting from your answer.

@dhbookds Sorry! To clarify, we're on the same page in that we both want a quick and painless option for folks to report violations like this. I've made sure that the policy team is aware of this loophole that currently exists (thank you for getting me screenshots and examples - it made it very clear).
As it stands now, the only option to report these is to contact CS and provide details that way. I could have been clearer with that in my replies, I'll work on that going forward.
We're still working on the flooding error, but don't have an update on that at this time. Thanks for your patience!
