Yes, you have to pay a fee when you sell an item.

If you're not going to ship, you have to refund the buyer.

Is someone using you as a dropshipper and bought 120 worth from your or something?

If the answer is no, "they" will have to pay that back to "them"... but ultimately them is getting it (the money) from youse.

If you mean eBay when you say "they'".. yes, they'll want to keep fees from you. No, they won't have to pay $120 back to them.

OP - you are on managed payments, you need to provide a check account so eBay can pay you the funds, if you haven't already organised that, then that would be the first thing to do now.

As for not shipping an item bought and paid for, well it is what it is, but will not end well for you

If you are not going to set up your account so that you can accept payments,  then you need to end all of your listings.
