I cannot understand why when I try to listed an item that many orther sellers have listed e bay will not let my item list what aam I doing wrong and how do I appeal e bay's decision (ie Cabbage patch doll)

For the same reason when you get pulled over and cited for speeding,
all the other speeders get away with it.
You got caught. Others didn't get caught yet. They will eventually.

However, as an experienced eBay seller, can you hazard a guess as to why in the world anyone would not be allowed to sell a Cabbage Patch Kid?

The bad decision might have been made by a bot that misunderstood a word or phrase in your listing title or description. For instance, if the doll's name was "Brandy" it might have been removed under the alcohol policy. Look for clues in the message eBay sent.

Since you do not state the REASON you can't list the item...it could be for many things.
Are you restricted for violating an ebay policy?
Have you reached your monthly limits ?

Since one purpose of an analogy is explanation, it is a good analogy, though, because the situations are comparable in such a significant aspect as to render the analogy a reason: In both instances, the numbers and behaviors of those violating the rules are such that those charged with compliance with the rules are unable to enforce them in every case. In short, in both situations the lawbreakers outnumber and outmaneuver the lawmen. 😎

I am a very part time seller, so my response may not apply to your situation.
When e-Bay removed two of my items, this due to their claim both were counterfeit, I knew this was in error, BUT, accepted their decision. My reasoning was that an appeal was not an effective and/or profitable expenditure of my time. I am not WHY oriented, never dwell on FAIRNESS and always consider the total cost of a fight of PRINCIPLE.
The above work for me, but I well understand the old adage, "To each his or her own."
