I recently uploaded 3 items late. The matter for this was beyond my control, and there was nothing I could do about it.I always have my orders out on time and usually the very day that I get an order/s they go out that very day. Now I get docked because of this. Plus I got one bad review from someone even though I told them I would refund in full and they could keep the item. But he wouldn't do it. I was 100% top seller, now I'm 99.3. I don't think this is really fair. I'd like my 100% seller back.

So you think oders need to be shipped on time ... unless you have a good excuse?
Death in the family
Serious injury
Serious illness
House fire
Incarceration
Severe weather
Did I leave anything out?

So reply to the feedback and state this there for everyone to see.
Life happens, I don't think anyone expects you to get your items "uploaded" on time if an emergency happens.
What is more important, having 100% or being there for your family in an emergency? The world isn't going to end because you are at 99.3, and in 12 months the red mark will disappear.

I'm not sure what point you are trying to make, but those are all valid reasons to ship late. I have a perfect feedback score, but you better believe I'm not prioritizing getting to the post office over a death in the family, serious injury, serious illness, house fire or dangerous weather. I'd hope you wouldn't, either, for the sake of your loved ones.

99.3% would never stop me from purchasing from a seller. Life happens. Sometimes it isn't fair but mostly it's good.

The point i'm trying to make is, yes they are good excuses, but ebay does not have the time or personnel to investigate thousands and thousands of "good excuse" late shipment claims to see which ones are valid and which ones aren't.
In August I was rushed to the hospital. The doctors said I was hours away from death. Although I had a back up plan, I was late shipping out one order. Did I expect ebay to excuse me for that? No.
I'm not saying to prioritize ebay before any of those things. Screw ebay. Those things take priority. Like what @whiteparrot2003 said "life happens". Take the strike from ebay and deal with it.

I was at 99.3 feedback for quite a while and it didn't affect sales. It didn't even affect my ego, which is all this 100% feedback is concerned with - gotta have that gold star, like in grade school.
We're adults with adult lives - sometimes things just don't work very well. Just keep going with your best practices.

I think you misunderstood the post. @inhawaii is a very nice guy. What he was trying to say is that reasons that are important to us will have no impact on Ebay. And that is a fact. I don't think anyone should be surprised by that. I agree with you, if my family needs me, I'm there no matter what is happening with my online business. There is no contest there.
The OP has one negative feedback that is very close to dropping off [almost 12 months old]. So I'm unsure as to what their concerns actually are. And they are currently TRS. So it is unclear to me what problems the OP is actually having.

@topaz1331 Your negative feedback is nearly a year old and has nothing to do with you uploading packages late.

We all have valid reasons as pointed out, but none of them are excuses to eBay. We all know the rules going in, there is no after the fact "ya but..." It is not possible for eBay to treat anyone with special consideration, we are all treated the same, do what you state you will do in the listing, anything less than that has consequences

Ebay wants/needs a consistent positive experience for buyers.......
Without rules, some sellers wouldn't follow "suggestions" for good practices.
Without punishments, some sellers wouldn't follow the rules........
Always good to have a backup person...........and/or extend handling time to allow for emergencies.......

I think what @inhawaii was getting at with the witty, disarmingly direct statement was merely to say that eBay's response to the OP (or anyone else that referenced the above quote as relates to enforcement of rules, policies, standards, et al.) would be: "The matter for this was beyond my control, and there was nothing I could do about it"
No one would ever say put the material/superficial before what matters most. Ever.
Do what you have to do.
eBay will do what it has to do.
Nothing personal, just business.

Ebay rates seller level using objective measures, that is why Feedback is not used.
A late shipment is a late shipment, no matter what the cause. It is handled by bots because whether it is late is not debatable.
You are still top-rated, the FB ,which appears to have been left by an unhappy Karen, continues to work its way to the one year mark, and your listing images are still not of professional quality.
IMO if anything is hurting your business, it might be your images, but it also might be lack of interest in some of your merchandise. Depends on your sales velocity expectations.

If I were a ebay partial refund fisher or outright scammer I would target sellers who sold a decent volume with squeaky clean feedback.
