I contacted a new 0 member and asked them to say where they are and tell a bit about themself after they made a bid. There was no reply, only another bid. I have been having trouble with ONE persone with at least 15 IDs that gets a new one every month, usually having no pay or UPI. I used to be able to cancel these bids, but now I see no link for it. Anyone know how? I wish the low limit to block bids was higher than -1, a number you never see BTW.

Sorry, but your buyer may know that you don't need that info.
You can report this to Trust and Safety if you are having a recurring problem with one person with multiple ids.

Hi, if sellers blocked new buyers, the platform couldn’t maintain viability.
To assist with non-payers, eBay offers settings for Immediate Payment on fixed price listings, and Buyer Requirements to block serial non-payers. These settings work when applied properly while preserving new buyer’s ability to purchase.
It would be wrong to punish a no-history buyer simply for being new. Instead, those with a poor track record can be targeted effectively with these tools, as compared to an outright ban on everyone.

The problem is that the OP isn't offering BINs. They are running auctions.
And the bigger problem is it sounds like they are being targeted by one malicious buyer who is messing with their listings. There are no eBay "tools" to use in this situation. OP needs to call eBay and hopefully get someone who cares.

Speaking for myself only, if I were bidding on something and then I got an email from the seller asking me to "tell a bit about themself [myself]" all kinds of alarms would go off in my head. What in the world is this seller asking? I would find it completely inappropriated and disturbing.
I know you didn't mean it that way, but thinking as the buyer I would absolutely be concerned.
There is NO block you can do on Ebay regarding low FB buyers, nor should there be. We promote, invite and encourage new members to come to this site. Without customers, there is no need for us sellers.
If you are having trouble regarding being stalked by a certain member, call and give all the info you have to Ebay. Get them reported.. Let Ebay handle them.
Just remember a new member does not = a bad member. We all had to start somewhere.

Did you call in the info or use the report buyer button on Ebay. I ask because calling should get more results than the report button on Ebay. And when you call ask for Trust and Safety.

But you still haven't said, did you call that list in or report them on the site? Did you speak with Trust and Safety Dept?
IMHO it is not a good statement to have in your listings. Because you feel you are having problems with one person, you shouldn't make a blanket assumption about all new members. You have two separate issues. The one that is causing you the problems is the person that you feel is stalking your selling account. Concentrate on resolving that and you may see your other issues resolve.
Or maybe consider not doing auctions for awhile, do BIN listings with IPR [immediate payment required]. See how that works out for you.

Yes, some sellers do still put that in their listings but it is unenforceable and it is just possible that you reached a buyer who knows that and who looks at this as a challenge to harass you. Sorry you are going through this but as I suggested earlier, call Ebay and talk to Trust and Safety.
