I have received about 2 or 3 of these promos through the years in my ebay message box. The details are that you can basically sell up to five items within the active dates. Auction style or Buy it Now and including "Good till canceled". Some selling catagories are restricted including automotive.
The Final Value fees are capped at $20 with no limit on the selling price. I think you must sell items valued over $200.
The problem: If you sell an item Good Till Canceled and it doesn't sell the first month. Ebay will automatically relist the item as per Good till Canceled listing method. After the relist, Ebay will no longer recognize the promotion if you sell your item. So your account will be charged the regular 10% fee. You then have to call in and tell customer service about the promo and how it included good till canceled so you can get your promo on
final value fees. This always takes about a 20 minute call with cutomer service. I had to do it for about 4 items that didn't sell the first month. If it takes your item over three months to sell, Ebay will have already erased the promotion history from your account and it is an even longer ordeal to get a refund because customer service seems to not have proof you activated the promotion or received the promotion.
If a buyer buys your item and doesn't pay, your Final value fee promo is gone. Once you manually relist the item number will change. Make sure you save your promo offer because it might not be there in your history for reference.

I wasn't aware that those kinds of offers carried over on GTC listing? I though the fine print limited them.
If so, good to know!
And yes - good advice to save the promotion email, webpage, etc.!

Yes , apparently Ebay isn't aware either but that $20 capped promo includes Good till Canceled.

Hi,
Does anyone have the text of an ebay promotion from Oct 19 2018 for a $20 Capped Final Value Fee? I used it on 2 items that sold for high prices and I did get the lower fee. But I still have one item listed and I can't seem to find the original promotion -- just in case I sell the item and need to call ebay to get the discounted fee. Thank you so much!

I received one of these promos last Spring, it definitely DID NOT apply to GTC listings after the initial period.
It was a good promo, eBay gifted me about $150.
