Sold a fixed price item - Item cost $45.00, total amount of sale as shown on the order page - $61.58
Ebay sent payment today.
The amount shown in the amount column on the transaction detail page - $57.30
Sales tax for their zip - 9.5
We did the math - 9.5 on $57.30 = $5.44 or 'too much' - But 9.5 on $45.00 works - $4.28 rounded up - adding that to the $57.30 = $61.58.
At this point I remembered the 'order details' tab shows the tax paid - it was $4.28
I was going to post photos but would have to show item to show all show same sale.

Do you have a question? Some states charge sales tax on the shipping and handling portion of the buyer's payment and others don't, apparently including the state for this buyer.

I'll tried this again
Total sale on order page is MORE then the amount that ebay charged us fees on.
The different equates the amount of taxes paid by buyer.
I didn't check if the tax was for just the sale price or also shipping - doesn't matter
Important part - the buyer paid taxes, but ebay didn't take any fee on it.
Other then the amount this state charges for sales tax matters, which one it is doesn't

It's 2 separate things.
Whether the buyer pays sales tax on the $45 item price or on the price+shipping varies by the buyer's state. It sounds like the buyer's state doesn't collect tax on shipping, thus tax is on $45.
But YOU, as the seller pay FVF on item price + sales tax (pd. by buyer) + your shipping charge.
EDIT: To verify, go to the transaction details of the order. You'll find that you paid FVF on the full amount of the buyer's payment, including the sales tax.

So your point is that the payout for this transaction, was the same amount as the buyer paid for the purchase plus shipping, not including the sales tax? Both the payout and the buyer's subtotal ($45 + $12.30) were $57.30?
That doesn't say anything about how much your fees were calculated on, though.
It does indicate that the buyer's state doesn't charge sales tax on shipping.

OK, one last time, with photos
Photo one is the the item as shown on the order page - note the sub total AKA item price, and 'total' total on top right, and note the tracking number on bottom left, which is the same one in photo two.
Photo two is of the All transaction - Transaction details Page.
Note the top left with most of tracking number - matches the one in first photo.
Note the amount shown on right in black in the column called amount.
NOTE that the 'total total' amount in photo one, $61.58 - MINUS - the $57.30 in photo two , IS less by exactly the amount of tax paid - $4.28
Another way - In photo two, out of the shot, it shows the fee we paid ebay - $8.77 - for something listed under collectibles - mugs.
Run the numbers.

The fee you were charged, $8.77, was charged on the full amount of the buyer's payment, which was $61.58, including the shipping and sales tax.
Paid by Buyer: | US $ | Charged on: | |

OK, I forgot about the fixed fee.
And I never looked up the percentage this item's fees were based on to do the math myself.
$61.58 times 13.60%, plus fixed fee = the $8.77 we were charged.
But come on - Look at one of your own All transaction - Transaction details page showing payment for one single item.
It shows a photo and the title, to the right under amount it shows - in our case - the $57.30, then to the right of that the fees paid. On our page it also has the shipping - label costed x.xx, ebay took x.xx. The $57.30 amount times the 13.60 plus the fixed fee doesn't come out to what is shown in the fees column.
The problem is why the amount column on this page show the $57, and not the correct amount they are basing the fee on, $61
